Hutchinson is an experienced troubleshooter and liaison between technical management and non-technical groups. He coordinates production with venue managers, theatre staff, volunteers and talent/guest artists; has supervised and trained production assistants; and contributes hands-on involvement in stagecraft, lights, sound, etc. |

As Planning Director for the Southwest Florida Regional Planning Council (SWFRPC) he served as Project Manager for Operation MACE (Multi-Agency Communications Exercise), a 2011 Tactical Interoperable Communications (TIC) Plan validation exercise involving 25 agencies from 10 counties, produced for the Florida Division of Emergency Management (FDEM) in cooperation with the Southwest Florida Regional Domestic Security Task Force (SWFRDSTF), funded by the U.S. Department of Homeland Security (DHS). Hutchinson contributed to all-hazard risk analyses and emergency management planning including hurricane evacuation, floods and sea level rise. He's organized conferences, workshops, tours, media events, ceremonies and delegations. | |
As Intergovernmental/Community Liaison for the Florida Department of Transportation (FDOT), District One Southwest Area Office, his duties included active emergency management roles representing FDOT at county Emergency Operation Centers (EOCs) following Hurricane Charley and during Hurricane Wilma. | |
As County Administrator for Grand County, Utah, Hutchinson served as general manager of County property, facilities, and operations under direction of a seven-member council. Oversight responsibilities included Canyonlands Field Airport at Moab, Utah; Star Hall, Economic Development and Travel Council, Senior Center, and the Old Spanish Trail Arena. He served on the Utah Association of Counties Insurance Mutual (now Utah Counties Indemnity Pool) Risk Management Committee and fulfilled Emergency Management essential function roles (Communications, Finance, Transportation, Public Works) in multi-state, multi-day emergencies (natural gas pipeline explosion and a manhunt), flash flood events, and a courthouse bomb threat. Before that, as Administrator/Assistant Road Supervisor, he supervised public works projects and implemented environmental, health and safety training, compliance and risk management programs. | As National Public Relations Coordinator for the San Diego Convention & Visitors Bureau, he developed and implemented successful tourism marketing strategies and was responsible for production coordination involved in assisting thousands of journalists and scores of film/video crews annually, generating record levels of travel news coverage. He managed logistics, itineraries, locations, ground transportation, meals, travel, lodging, and volunteer hosts, with hands-on participation in local planning efforts related to Olympic and World Series events.
